github actions build failed

Subject: GitHub Actions startup_failure — BuildFailed workflow, zero jobs

Hello GitHub Support,

I'm experiencing a persistent GitHub Actions failure in my private repository:

• Repository: "cmfreak3-jpg/NXSEO"
• Workflow: "NXSEO crawler"
• Workflow ID: "404844638"
• Latest failed run: "41914248331"
• Previous failed run: "41914205495"
• Failure: "startup_failure"
• Reported workflow path: "BuildFailed"
• Jobs created: 0

All recent push-triggered and manually dispatched runs fail immediately, before any runner or job is created.

I have checked the account billing and confirmed it is fine. The workflow YAML exists in ".github/workflows/actions-smoke.yml".

Could you investigate whether there is an account or repository-level GitHub Actions execution or workflow-registration problem preventing jobs from being created?

I have deliberately avoided repeatedly changing the workflow or deleting repository files because the failure appears to occur before workflow execution.
