docs: document the Docker CLI in WSL distributions with Docker VMM - #26550

Explain that with Docker VMM, `docker` and `docker compose` work from WSL 2 distributions without setup, through WSL interop, and that this is CLI-only rather than full WSL integration. Cover the requirements, how bind mounts of Windows drives are translated, why files inside the distribution can't be bind-mounted, and the limitations: no Docker socket in the distribution, signals not forwarded, and which environment variables reach docker.exe. Also note that the WSL integration settings apply only to the WSL 2 engine, and list Docker VMM alongside Hyper-V as an option for stricter isolation.

Documents how the Docker CLI works from WSL 2 distributions when Docker Desktop uses Docker VMM, where full WSL integration isn't available. The new section on the WSL page covers the requirements, how bind mounts work, and the limitations of this CLI-only setup.
