Register openkal-linux 0.24.2 with byte-identical GitHub/GitCode source archives (164569 bytes, SHA256 bfe9f4fc34b9d2c4d321939bb00f4da7c8f444abb38bb12756da7b5d57717ee9). The observer skips unrelated process RSS records after a successful group query while preserving refused-query fallback, complete group charges and the existing supervision cadence.

The conditional Linux consumer selects 0.24.2; existing versions and other backends remain. Correct the descriptor's obsolete claim that this implementation borrows the host C library, and record the source, tests and diagnostic boundaries.

Validation: released mcpp 2026.11.3.1 actually runs the openkal-tests member (1 pass, lock index+mcpplibs@0.24.2); descriptor parsing, Lua syntax, mirror/name/namespace/duplicate/platform-parity checks and diff checks pass. Upstream GCC/LLVM conformance, surface and independence CI passed before release. Original-workload frozen runner diagnostics support adoption but do not qualify the final engine release.

Tracks mcpp-community/mcpp#885; upstream mcpplibs/openkal-linux#50.
